No AoC for self-operated FPSOs
Norway's main offshore regulator has indicated a change in policy over floating production facilities.
Norway's petroleum Safety Authority has given a significant signal that it will not allow companies to operate their own Floating Production Storage and Offloading vessels on the Norwegian Continental Shelf with an Acknowledgement of Compliance.
In a new statement the PSA said it will not grant an AoC in future where a field operator itself is also operating a floating production facility, after consulting with Norway's Ministry of Labour over the issue.
The PSA says the whole point of the AoC scheme was to clarify the distribution of responsibility offshore between field operators and the operating contractors on mobile production facilities, and to make it easier for units to be moved between various operators.
“With the operator itself being responsible for the operation of a mobile facility, these conditions are no longer relevant. Consequently, an AoC will no longer be issued in such cases.
Instead, the PSA says: “Operation of the facilities is conditioned upon consent in the ordinary manner.”
But the decision will affect several projects on the NCS, including the Alvheim FPSO operated by Marathon, BP's Skarv development, and Talisman's Yme field redevelopment.
Tjee FPSOs are currently operating on the Norwegian Continental Shelf with AoCs: The Maersk Inspirer at Volve which is operated by Maersk for Statoil; the Petrojarl 1 at Glitne operated by Teekay Shipping for Statoil, and the Petrojarl Varg, also operated by Teekay, for Talisman Energy.
“The decision to the effect that self-operated production facilities no longer will receive AoCs, will not have any bearing on these facilities,” the PSA has signalled.
