Tax deal unlikely for Shtokman before FID
Partners in the Shtokman gas development - Gazprom Statoil and Total - are unlikely to see a better tax deal from the Russian government before making a final investment decision on the field.
That is the verdict from a senior Russian official according to the Moscow Times newspaper which has quoted a Russian Finance Ministry official as saying that no special tax deal for Shtokman will be spelled out before a field development decisions is made this year.
“The State Duma lower house of parliament has adjourned for the Dec. 4 elections, meaning that no consideration of possible changes to the tax regime applying to the multi-billion dollar project is possible, the official told Reuters,” said the Moscow Times on its website.
“We haven't discussed it yet. The time frame is not clear. They certainly will not get anything before the end of the year, because the Duma has closed,” Ilya Trunin, head of tax, customs and tariffs at the Russian Finance Ministry, who was quoted by the Moscow newspaper.
Gazprom, Statoil and Total are due to meet just before the end of this year to make a final investment decision on phase one development of the Shtokman field in the Russian sector of the Barents Sea, to tap up to 3.9 trillion cubic metres of gas.
Statoil chief executive Helge Lund has previouisly indicated that no field development decision can be taken without a better tax envioronment for the project.
